As CM of St. Augustine: On Haunted Ground, I propose the following:
ADD to Character Bylaw 3 (Experience Points)
e. Retroactive or backdated experience points
i. If a player transfers a character to another chronicle, their new staff may not award them backdated experience points prior to when the PC was transferred to that chronicle, except as outlined below:
1. If all parties involved in the character transfer (former STs, player, new STs) agree that an error was made, it can be corrected without further oversight needed.
Reasoning:
I have more to this idea, but wanted to start with the simplest regulation I could. By not spelling out more specific exemptions and exceptions, anyone who wants to transfer for XP will have to pass it through council.

Fredericksburg, VA - USA, Caine's Chosen: Liberty in Death | Abstain | I'm still not certain the wording in this prop creates the right effect. I want to vote for the idea of it. But that still punish a player when they transfer out a of bad game or with a weak administrative side. I'd prefer a small window to edit XP in the newly transfer to Chronicle. Three months seems to be a a standard window for things on OWBN. |
Plainfield, IL - USA, Obsidian Shadows | Against | There is nothing to prevent ST's of the home chronicle to alter a PC's XP, and nothing can be done about it after transfer without lengthy procedure |
Norwalk, CT - USA, Rails of Revolution | Against
San Francisco, CA - USA, Always Comes Evening | Against | While we would support controls for backdating XP, the requirement that the previous ST also approve means that it would be impossible to fix issues with transfer in the case of a hostile or non-responsive former ST staff. As a result, my game has asked me to vote no. |

Green Bay, WI - USA, Shattered Dreams | Against | 9 times out of 10 the reason for a transfer is due to difficulties with the current ST(s), who may also begrudge the player, which would make transferring out a bigger headache than it should be. I disagree with tying the hands of the new staff by saying they can't give backdated xp that their game allows, without permission from the old staff. That said, I agree that it should be a limited amount, as giving hundreds of xp in a backdate should not happen. |

Annapolis, MD - USA, Vitae Aeternus | For
Springfield, OH - USA, Ohio Knights Sabbat | Against | I am against on the basis that if the game the person is transferring from is part of the 'problem' so to speak, there is no remedy built in. I would vote in favor if mediation were permitted should the parties not agree. |
Phoenix, AZ - USA, Unchained Arizona | For
Chicago, IL - USA, New Moon Rising | For | It is a good start, and specific enough to still be accountable so long as people keep records for, forever. Although specificly address not being allowed to provide awards Predating a character transfer. But still allows chronicles to aware previous XP for any number of valid reasons. |
Worcester County, MA - USA, Quabbin | Against | If the kind of disagreement that has two staffs arguing over a transfer's xp is already present, that should be an issue for exec mediation, not Council.
