[Proposal] Regulation Brujah Combination Powers - Specific STV Material Related

I, Rob Beckett, in my duties as Brujah Coordinator hereby propose the following additions to the regulated Brujah Combination Powers. Each of these powers comes from the Storyteller's Vault book, "Combination Discipline Compilation." This is a "sourcebook" with 120 individual powers in them. These are the four that I can say with certainty should have originated with the Brujah. Please see rationale section for specifics.

Rationale:
Glimpse into the Past requires Temporis level 6, thus it is already disallowed for PCs. Due to the still rare nature of Temporis, I've placed it here to keep it solely within the clan and would like to require NPCs to get approval.
 
Placing Bully's Knack here leaves it available to all brujah but requires non-brujah to follow the same requirements as material published by WW. The treatment for this power strongly infers that this is a brujah power: "Brujah who have mastered both physical and social
arts understand how to use their physical prowess to enhance their social abilities."
 
I am placing Rage Wind in the more restrictive category for two reasons. First the text specifically says it was created by an ancient brujah during a medieval battle. That dates it to the same period as Esprit de Corps for creation time. Second, given that this can force vampires to frenzy in mass, the potential power level suggests that it should be placed in this category.
 
I have made So What? disallowed because it specifically duplicates Pavis of the Foul Presence. Again, the text strongly infers Brujah origin for this power: "The natural Brujah resistance to authority is reinforced by supernatural toughness to give rebels a chance to resist emotional manipulation."
 
Finally, because we do not have a specific category in the bylaws to discuss STV material, I have listed the original source for each of these in their entry.
 
As always, I present this proposal with no grandfathering. The reasons for that are as follows:
 
First, in the case of the disallowed item, I am not comfortable making a thing disallowed for future purchase but leaving it in play on existing sheets.
 
Second, We have a system for a non-Brujah learning a Brujah power. It involves a BA between them and their teacher, their game(s) and this office. The BA puts repercussions on both parties if they are ever found out (No one has been yet).
 
Finally, certain things at certain power levels need to be rare even in the clan and learning such things may involve indebting yourself to an elder of the clan (BA).
