I Chris Barrs – Council Representative for LaCrosse: The River’s Edge propose the following:

That the OWBN Council approve a payment, from balance of OWBN dues, of $340.50 USD to Jonathan Slack as reimbursement for taxes paid on behalf of OWBN.

Rationale: Per recent discussions “As far as the Canada Revenue Agency is concerned the money every chronicle deposited into the Paypal account is my money, because OWBN doesn't legally exist.  I have to claim the money on my tax return or I will be guilty for Tax Evasion, a federal criminal offense that carries heavy fines and up to a year of imprisonment. I need this money to be put in a legal agency's OWBN's name, because so long as I personally have to claim a yearly $2,270 USD (115 Full chronicles x $20 USD), my personal life is being negatively affected”

As we also know Mr. Slack does not wish to disclose any personal financial information to Council. This is completely understandable. I don’t think any of us would want such information available to this body. Frankly his personal financial information is none of our business.

This leaves us with a small dilemma. On one hand as has been stated by myself and several others it is unacceptable for us to take money out of Mr. Slack’s pocket to pay our taxes. At least to me it feels like we are stealing from Mr. Slack. We need to pay him back. On the other hand how to determine the correct amount to pay without the information that is none of our business.

So I did a search on google for Canadian Tax rates (as Mr. Slack is Canadian and therefore pays taxes in Canada) I  found the following website : http://www.taxtips.ca/taxrates/canada.htm . According to this site, for 2017 taxable income, the first $45917 of “other income” is taxed at 15%. The money that we pay in dues I don’t believe would qualify as a “Capital Gain” and is certainly not a “dividend”. Which is why I am using “Other Income”.  15% of $2,270 is  $340.50. From the tone of the conversation surrounding the current NPO proposal I am thinking Mr. Slack likely paid more than this amount but without prying into things that are none of our business  this seems to be a fair solution.
