[Bylaw Amendment] Coordinator Bylaw Change to give the Cam Coord (a little) more say over the use of Justicars

Tampa: Under Night's Cloak proposes a slight change to the Coordinator Bylaws in order to ensure that the Camarilla Coordinator always has a say in the use of a Justicar to enforce "edicts" and announcements that affect the genre that the Camarilla Coordinator is elected to oversee.
The current way things are written, a proposal may be written and pass that utilizes a Justicar in a way which the Camarilla Coordinator does not agree with. Our Conclave and "edicts" section of the Wiki is littered with "edicts" such as this, and though we now require votes for these types of things to propagate (yay, progress), the Camarilla Coordinator should have final say in matters regarding Justicars.
This proposal requires a Second in the Subject line in order to go to vote.
Change to Coordinator Bylaws is as follows (italics not changing):

iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
6. Any Proposal that utilizes Justicar NPC(s) for the purposes of enforcing genre policy over the Organization requires the consent of either the Camarilla Coordinator or the Genre Coordinator that controls the Justicar NPC in question. Council may not utilize the Justicar NPCs to Propose a Genre Proposal without this consent.
