[Proposal] [R&U BYLAW AMMENDMENT] Salubri Rarity Change

OWbN's Coordinator Bylaws, section 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion." As a genre proposal, this will auto-pass in 7 days if not objected to.

The Salubri Coord is proposing to move "Salubri" entry from Section 3.B.1 (Very Rare) to Section 3.D.1. (Coordinator Approval).  In addition we are amending the R&U bylaws to include the Asian and Arabic bloodlines from the Dark Ages material and the African bloodline from Kindred of the Ebony Kingdom. In order to do this, the following entry will need to be removed from Section 3.B.i. Very Rare (PC:  2/3 Majority Vote, NPC: Majority vote and logged with the Archivist)

This entry will then need to be added back into the Bylaws, in Section 3.D.1. Coordinator Approval (PC: Appropriate Coordinator Approval and Logged with Archivist, NPC: Appropriate Coordinator Approval and Logged with Archivist.)

The following amendment will be added to R&U Bylaw 4.F. (Groupings and Definitions of Types of Rare & Unusual > Vampire, Clan-Specific, and Ghoul Groupings)

4.F.xxviii. Salubri

1. Salubri will include Healer and Warrior Salubri, as well as the following bloodlines: Al-Amin, Nkulu Zao, and Wu Zao.
