As CM of Dayton: Dying Embers, I propose that Character Regulation Bylaw 3. E. i. be changed as follows:

E: Chronicles may convert an NPC to a PC under the following conditions:
i.Chronicles must make a standard Council Proposal (see the Administrative Bylaw document, Section C) for this conversion and submit with it the full sheet to be converted.
1)The character sheet must meet all OWbN PC creation guidelines at the time of conversion.
2) Failure to follow this process shall result in the automatic destruction of the character of said character with no resurrection permitted.

 

TO:

E: Chronicles may convert an NPC to a PC under the following conditions:
i.Chronicles must make a standard Council Proposal (see the Administrative Bylaw document, Section C) for this conversion.

1) The character sheet must be in compliance with all OWBN bylaws in regards to rarity of any items upon it, and carry the endorsement of whatever coordinators necessary regarding those contents prior to the proposal being made.

2) In the case of an former PC-turned NPC being restored to PC status, the character's XP level should remain exactly as was recorded at the time of initital conversion to NPC status.


The element eliminated is the noted requirement the sheet MUST be posted, and clarification of rarity and XP rules.

REASONING:


Character sheets are sensitive documents, and past experience has taught all of us that information spread on Co uncil has a habit of finding its way off this forum. Creating a requirement that this information must be spread on a list that is known to have security issues puts the player and staff submitting the request at a serious disadvantage. By removing this requirement, each CM proposing such a conversion can choose to offer that information, or make alternative arrangements (such as allowing Coordinators to see the information and vouch for its contents as legitimate) rather than being forced to send out senstive information on an unsecured network. THis also cleans up expectations in regards to rarity and XP levels.
