[PROPOSAL] BY-LAW REVISION: ADMINISTRATIVE BY-LAW 6.D.
 
It is hereby proposed that Administrative By-law 6.D.iii. and iv., which read thusly:


        1. OWBN Strike


          1. Consequences of OWBN Strikes


            1. No member holding any OWBN Strikes shall be permitted to hold any position within OWBN at the organizational level. Organizational Level positions are: Coordinators, Sub-Coordinators, Council Members, and Portraying NPCs for Coordinators or Sub-Coordinators.


          1. Should any member receive three OWBN Strikes, that player will no longer be eligible to play in any OWBN Chronicle, nor hold any position within OWBN.


        1. Two OWBN Strikes


          1. Consequences of OWBN Strikes


            1. No member holding any OWBN Strikes shall be permitted to hold any position within OWBN at the organizational level. Organizational Level positions are: Coordinators, Sub-Coordinators, Council Members, and Portraying NPCs for Coordinators or Sub-Coordinators.

            1. No member holding two OWbN Strikes shall be permitted to hold the position of Storyteller, Assistant Storyteller, narrator, or similar within an OWbN Chronicle, full, probationary, satellite, or otherwise.


            1. Should any member receive three OWBN Strikes, that player will no longer be eligible to play in any OWBN Chronicle, nor hold any position within OWBN.


        1. Removal of Storyteller


          1. A proposal must be made to remove an ST by 2/3 majority, if no disciplinary actions are being rendered or proposed that would prohibit an ST from holding a position.


          1. Procedure that proposal is made followed by one week of discussion, one week of voting for removal.  Subsequent to this will be the determination of length of time that ST is not permitted to hold chronicle administrative positions at either 6 months, one year, or indefinitely.


          1. Overturning the removal of a Storyteller requires 2/3 majority vote, following proposal to Council.

 

Explanation:

 

The current By-law covering “strikes” is redundant and can be streamlined into a single subsection, as much of the language is repeating. Additionally, and more importantly, though the by-laws cover all positions ranging from players to positions of Coordinators and sub-coordinators, they do not address disciplinary actions taken against the position of Storyteller. It is fitting that between the removal of a game due to ST actions and striking the ST (which does nothing to address the position) that something be offered.

 

Two strikes should be sufficient for two reasons:

 

1) An ST is the most important position in the organization and is the heart and lifeblood of a good chronicle, it is from them that good story is directed and/or overseen. For an ST to abuse this position of responsibility or to demonstrate such actions as a member that they are no longer worthy of the position, two strikes should be given to demonstrate the severity of their actions that were detrimental to the organization at the local and, fundamentally, at the organizational level.

 

2) It is the balance point between a single strike that removes them from organizational position and three strikes that removes them from the organization as a whole. There needs to be middle ground. It also allows for the warning shot of a single strike before the second is sought.

 

In the cases where an ST has done nothing to violate the letter of the bylaws, but where it is felt that their administration is a detriment to the local chronicle or organization as a whole, another option should be offered.

 

Thus, it is proposed that this change be made so as to enable Council the ability to remove an ST who warrants such action.
