Change to RU Bylaw 9.b.iii and 9.b.iv (version 2): Tremere Anarchs

This should reflect the latest RU changes Sean pointed out and the Coord approval option Zeb brought up.

This Genre proposal requires no second, and once it is put into discussion,
if there are no objections posted here within one week, it goes into effect
without a vote. If objections are posted, it is voted on as normally. If
posting an objection, please retain the original subject heading, with the
addition of the word "OBJECTION", to assist in identifying posts that change
this proposal's status.

In an effort to reflect the rarity of True Anarch Tremere (those not loyal to the Pyramid), I propose the following change to the bylaws:

R&U Bylaw 9.b.iii be changed from:

iii) Rare: Lasombra Antitribu, Gargoyles, Unusual Caitiff, Unusual Pander, Ravnos, Samedi, Daughters of Cacophony, OWBN-specific Bloodlines, Rare Revenants, Perfect Tremere Infiltrators, Perfect Ventrue Infiltrators, Perfect Giovanni Infiltrators, Assamite bloodlines, Assamite Loyalists, Sabbat Assamite Viziers and Sorcerers, Dispossessed to Loyalist, non assamites on path of blood, Mariner Gangrel, Children of Damballah, Daitya, Skin Dancers, Hengeyokai, supernatural kinfolk, dead PC Wraiths, Risen, Marauders, Nephandi, Dharma 5- Kuei-Jin, Akuma, Unusual True Faith, Selkies, unusual changing breeds, standard mummies, Lost tribal and Breeds Gifts, Supernatural Gypsies, Former Erebus Residents.

This would require all True Anarch Tremere to go to vote: PCs would require a
majority vote, while NPCS would require a notification to Council.

R&U Bylaw 9.b.iv be changed from:

iv) Coord Approval: Assamite Infiltrators, Dominate Malkavian Antitribu, Non-Assamite converts to the clan, Nosferatu Infiltrators, PCs embraced by or into Coord or Canon NPC sires/broods, PCs with history involving Coord or Canon NPCs, Relatives of famous Garou

iv) Coord Approval: Assamite Infiltrators, Dominate Malkavian Antitribu, Non-Assamite converts to the clan, Nosferatu Infiltrators, PCs embraced by or into Coord or Canon NPC sires/broods, PCs with history involving Coord or Canon NPCs, Relatives of famous Garou, Anarch Tremere (Pyramid loyal).

Reasoning:
The Clan hates Anarchs. Those Tremere that are Aanarchs are there by direct
order, not by choice. And even then, those Anarchs are Pyramid loyal and are
should be members of House Amethyst to keep them covered if they get caught
up in something and the Clan needs to bail them out.These Pyramid loyal Tremere would be a Coord Approval.

The even more rare Anarch Tremere who aren't Pyramid loyal (Anarch by
normal terms, part of the Anarch movement and all that) are hunted down as
rogues/deserters and so on making them even more rare by genre. There True Anarch Tremere would require a vote for PCs.

This proposal was discussed previously with Abby before she left, which she
supported. This has also been discussed with Loopy, the Cam Coord and the
Anarch subcoord Carmien, who both support this proposal and the reasoning.
