[Administrative Proposal] Re-Addition back to the R&U Bylaws... Sect Specific Sect Defectors

I hereby Propose the following:

"Sect Specific Sect Defectors" went missing in one of D's versions of the Bylaws. They should still be in the Rare Category. This proposal would put them back in section 3.C.
