Current Bylaw:
"7. Process for Registration
A. Rare and Unusual Characters may be submitted for registration or vote on the OWBN web site."

Proposed Addition:

"B. A character that was not previously considered R&U, but a change occured and that character would now be classified as something that is currently listed as an R&U category under the R&U Bylaws (Section 3), must comply to the registration requirements and processes for that Category change in the R&U system. Characters that avoid this registration process are in violation of the R&U Bylaws."



1. Jane makes a Brujah. (Not R&U) Jane's PC becomes buddies with a naughty Tremere PC and begins to learn Hermetic Thaumaturgy from it, and becomes a thaumaturge. (Coordinator Approval) As her PC would now fit into the category for "Rogue Hermetic Thaumaturgists," she must now comply to the registration process.

2. Bill makes an Schismatic Assamite Vizier. (Not R&U). He later chooses to, through roleplay, become an Assamite Loyalist. (This is R&U.) As his PC would now fit into the category for "Assamite Loyalists," he must now comply to the registration process.



There appears to have been some confusion in the past with reguards to how characters in-play become R&U, and so I propose to add this to clarify the situation and leave this excuse out of the reasons for violation.

This was brought up to me because "Assamite Loyalist" is Rare, and then due to a problem player, "Assamite Dispossessed to Loyalist" was also made Rare because it was argued that since they didn't start as a Loyalist this was an acceptable transition to "loophole" through the R&U as having been Dispossessed prior to becoming a Loyalist. That is incorrect, and they violated the Bylaws. What a character was previous to becoming something listed in the R&U categories is does not matter, simply that they became R&U requires them to go through the process.

(Assuming this Proposal passes, I will next Propose to remove the duplication of "Assamite Dispossessed to Loyalist" out of the system because "Assamite Loyalist" is already regulated by R&U.)
