Change to Character Regulations Bylaws, Section 8.D.iii

On behalf of the Tremere, Giovanni, Assamite, Tzimisce and Setite Coordinators I hereby propose the following change to the Character Regulations Bylaws, Section 8.D Blood Magic Packet, subsection iii and iii.1:-----------------------------------------------------------------
Replace the current wording:
iii) It shall be updated on or around March 1st and September 1st every year by each genre coordinator as a genre proposal; however, updates may occur more often.
(1) If there are no additions to be included in the resource during a scheduled update, the genre coordinator must notify the OWBN Storyteller list.
With:
iii) It shall be updated as when necessary by the genre coordinator, as a genre proposal.

The point of this is to remove the requirement for updates deemed too frequent by the coordinators of all blood magic-wielding clans, as well as the requirement to spam Council with more emails and/or votes which are not strictly necessary.
