Ability of Justicars to make decisions at Conclaves

PROPOSAL: Authored by: Dennis Sharpe, and Carrie Matras
Since Conclaves are generally two night events (at least), the first night would be to hear the issues being brought before the Justicariate. The next day would be used to meet with the STs of the event, discuss the issues, and give the Coords an equal voice in deciding the outcome. The second night of the event would be used for carrying out what is decided by the STs and Coords jointly.
The order of events should be roughly as follows:

This is a balanced proposal, and would allow the Garou Coordinator, if s/he is present and relevant, to have input if any such decisions are on the floor. Coordinators ought to be allowed to do their jobs, or why have them in the first place? The power of the Council remains intact, we elect the Coordinators, and would get a vote if we happen to be at the Conclave. If the Coordinators aren't trusted to make good decisions, they should simply be replaced with trustworthy individuals. |
