Clarification of HC and AHC in Bylaws

Proposed, that the first sentence of section 2.B.1 of the bylaws beamended from:

"The proposal must be seconded by a Council member in order for it to
proceed to discussion".

To:

1. "The proposal must be seconded by a voting Council member, the HC or
an AHC in order for it to proceed to discussion".

Or:

2. "The proposal must be seconded by a voting Council member, who is not
the HC or an AHC in order for it to proceed to discussion".

And section 2.A.3 be amended from:

"Except under circumstances detailed in subsequent bylaws, only a
Council member submits proposals to the Council. Other persons are to
submit a proposal to their representative on the Council. "

To:

1. "Except under circumstances detailed in subsequent bylaws, only a
voting Council member, the HC or an AHC submits proposals to the
Council. Other persons are to submit a proposal to their
representative on the Council. "

Or:

2. "Except under circumstances detailed in subsequent bylaws, only a
voting Council member submits proposals to the Council. The HC and
AHCs may not do so. Other persons are to submit a proposal to their
representative on the Council. "

This is being done to clear up the matter of whether or not the
HC and AHCs have proposal and second rights. The informal opinion
is that they do, however, this is not made clear in the Bylaws.
Note that I have changed the proposal slightly from the earilier
version to reflect the fact that we *do* have two AHCs, not just one.
