[AUTOPASS] [BYLAW REVISION] Reorganizing Infernalism & Investments

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

 

I, Todd Rix, as Demon Coordinator, propose the following character bylaw revision. This has the potential to autopass. All bylaw revisions are with legacy.

The Great Infernal Purge of 2022 functionally did two things: disallowed investments, and disallowed dark thaum. We have vestigial bylaws from when Dark Thaum and investments were various rarities for PCs based on circumstance, but with Dark Thaum and Investments being Unregulated for NPCs now, there's no reason to keep that specificity. 

 

So now you only really need two lines:

 

Dark Thaum - PC: Disallowed - NPC: Unregulated

Investments - PC: Disallowed - NPC: Unregulated 

 

There's also now zero reason to differentiate between thralls and diabolists. They can't be PCs so let STs use them how they want. I did swap it to notify instead of truly Unregulated just because I do want to keep track of how many games are using Infernalists as bad guys.

 

In addition to this, I've moved Dark Thaum to the powers section of the bylaw to make it a bit more organized.

 

The second part of this is giving Akuma back to the KJ office to use as a tool. Kuei Jin infernalists kinda caught a stray with the infernalism ban, and with Investments gone, there's no real reason to keep Akuma banned.

 

There's a lot of text in the prop but really all this does is organize things a bit better and clarify that no PC can have Investments or Dark Thaum regardless of source, and that NPCs can have whatever infernal power they want at the discretion of the ST.
