[SECOND] [BYLAW REVISION] OWBN.net email migration for Council and Coordinators

THIS PROPOSAL REQUIRES A SECOND TO GO TO VOTE
I, Chase Jelliffe, as Assistant Head Coordinator, hereby propose the following:
All Council Members and Coordinators have until February 28, 2025 to transfer to owbn.net accounts.
CM’s are to fill out this form so their new emails can be generated.

While the new emails can be created right away, email migration for those who desire it will take time and the Web/Exec Team will schedule these migrations with a first in first out method as the form is filled out. The new email can be used before and during the migration process. It isn’t recommended to migrate emails if your old CM account is used for anything other than Council.
We are also creating a guide to connect your owbn.net account to a gmail account so you can read your emails from one account, but respond to Council using the owbn.net account.
I also propose the following bylaw changes.
Administrative Bylaw Changes
Create Bylaw 2.A.i.1:

Council

The Council of One World by Night is considered the governing body of the network and shall consist of:

One (1) voting representative from each full member chronicle. A voting representative may serve as a voting representative for only one full member chronicle at a time.

All Council Members must use @owbn.net email accounts that are administered by the Web Coordinator and the Executive Team.

The Web Coordinator and the Executive Team have the final approval on email names and may dictate formatting.

When a Chronicle’s Council Member changes, the account for that Chronicle must be transferred to the new Council Member.

In the event a Chronicle leaves the organization or no longer has access to Council, the account will be transferred to the Web Coordinator.

Coordinator Bylaw Changes
Create Bylaw 3.E:
E. All Coordinators must use @owbn.net email accounts that are administered by the Web Coordinator and the Executive Team.

When a Coordinator changes, the account for that Coordinator must be transferred to the new Coordinator.
Reasoning:
This transition provides the following benefits.

Switching to owbn.net accounts will result in better administrative control as we transfer to the new website.

Chronicles will be able to retain records more reliably.

Much greater memory at no cost to us - average half a terabyte per account.

Regular gmails are considered external addresses and Google has a set quota on the number of emails they can send to the lists before our lists are shut down causing unnecessary delays. Google will not remove this quota on their free services. Switching to owbn.net emails eliminates this issue entirely.
