[BYLAW REVISION] [SECOND] Addition to Character bylaws, Out of Clan Viss for Non Sabbat

I, Adam Sartori, HST and CM for Kings of New York propose the following edition to the Character Bylaws:

10.m.vii.91.Out of Clan Vicissitude for Non-Sabbat members – PC: Coordinator Approval – NPC Coordinator Approval – Coordinator: Tzimisce

---Reasoning—

We at Kings of New York, a Sabbat,game, feel the continued growth of characters that are not Sabbat learning the Discipline of Vicissitude has grown counter to what is properly reflected in the books and genre.  While in the Camarilla genre, this has been handled IC, those genre’s who are not Camarilla have no such in character control of the discipline being learned by others.  As such, we have noticed a spread of what should be a rare discipline outside of the Sabbat become more commonplace. We feel this is counter to what it should be.  This bylaw follows the same regulation of Non Sabbat with out of clan Obtenebration.  The character bylaws are used to help keep things that by the books should be rare, rare.

A couple things of note:

1.      We as a game do not have the ability to propose a census to gather data.  We are basing this proposal simply off what we have seen as Storytellers in the org in regards to the number of PCs who are not Sabbat possessing Vicissitude.

2.      We have spoken to the Tzimisce coordinator.  While he himself, would not prop this, he respects a game's right to bring the matter to council for an official vote on the matter.

3.      For reference of What out of Clan Vicissitude beyond the Sabbat should look like:

g.      1 Dondinni, Inconnu Monitor

Out of over a hundred of White Wolf canon npcs, 10 non Sabbat have Vicissitude.  We feel this will help reflect how rare this discipline should be found among non Sabbat Vampires.  This is the same argument and data that was shown when non sabbat with obtenerbation was proposed to council and passed.

We really simply wish to bring something we consider should be done about this matter and place it before council in a democratic vote to decide the issue.  If it should fail. then we consider the matter decided on by the org on what the rarity level of this should be for all games.

None, Since this has never been regulated in owbn, we feel each case should be reviewed by the Tzimisce coordinator to approve or deny of how it was learned.
