[AUTOPASS] [BYLAW REVISION] Bylaw Update to Non Sabbat on Sabbat Paths

I, Matt Armitage, in my Duties as Sabbat Coordinator of One World by Night propose the following bylaw update for the Sabbat Genre.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

—Reasoning—

When this bylaw came into effect the other vampire genres in OWBN were not nearly as big as they are currently.  Camarilla genre was the biggest genre in OWBN when this bylaw was made.  As times have changed, other vampire genres have grown, and such this bylaw needs adjustment.  The Paths of Enlightenment covered by this proposal are Sabbat genre Paths.  This is covered in the White Wolf Books Chaining the Beast and Sins of the Blood in regards to how rare these paths are outside of the Sabbat.  As such we are updating this bylaw to reflect that growth and change to owbn.
