[BYLAW REVISION] [AUTOPASS] Updating Item Card Bylaws

THIS PROPOSAL HAS THE POTENTIAL TO AUTOPASS
I, Chase Jelliffe, as Assistant Head Coordinator, hereby propose the following changes to the Administrative Bylaws:

As of May 12th, 2003, no item card shall be valid for play in OWBN unless it has clearly written or stamped on it the date on which this approval was given, the name and chronicle of an OWBN ST who has approved it and will take responsibility for its existence in the network.

The ST who originally approves an item card for play in OWBN may be held accountable to Council for its existence. Items that may be more then they appear should have distinct marking instructing the user to contact that ST for further information or simply limit the use of the item to their own chronicle.

STs may refuse to allow cards they do not approve of to enter play in their game. If an ST feels that a card may be very damaging to the network, he or she may confiscate the card from the visiting player, and return it directly to the responsible STs.

No item card shall be valid for play in OWbN unless it has clear indication that it was approved by a Storyteller who will take responsibility for its existence in the network and may be held accountable to Council for its existence.
- Physical item cards must have a clearly written or stamped date on which the approval was given, and the name and chronicle of an OWbN ST who has approved it.

Digital item cards:
- Item cards on character sheets are considered to have been approved by the HST of the chronicle, unless noted otherwise.
- Item cards on separate documents from character sheets must have clear documentation of approval whether that is an email of an ST stating such or screenshots of the ST giving approval.
- Items that may be more than they appear should have distinct marking instructing the user to contact that ST for further information or simply limit the use of the item to their own chronicle.
- STs may refuse to allow cards they do not approve of to enter play in their game. If an ST feels that a card may be very damaging to the network, he or she may confiscate the card from the visiting player, and must be returned directly to the responsible ST if at all possible.

Reasoning: This is a needed update to an older bylaw that is out of date for the current standards of online play.
