[Bylaws] [AUTOPASS] Amendment to Character Bylaw 10.f.i.7 - Kinfolk Gifts

I, Josh "Pumpkin" Griep, propose the follow addition to Character Bylaws 10.f.i.7

Pursuant to Coordinator Bylaw section 3.C.iii: Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Justification

Laws of the Wyld pg. 262 - In the write up of how kinfolk can spend their 9 free points it only lists Basic Gifts and additionally says to see Kinfolk Unsung Heroes for further character creation.

Kinfolk: Unsung Heros pg. 55 - They have the potential to learn any Level One Gifts, except for ones that cost Rage or require Rage Rolls, whether such Gifts require Gnosis or not.

W20 - Kinfolk: A Breed Apart pg. 65 - Kinfolk can only learn Level One Gifts, never Level Two or higher.

Because Kinfolk: Unsung Heroes and W20 - Kinfolk: A Breed Apart are table top mechanic books, we are choosing to translate Level One Gifts to Basic Gifts.
