I, David Ashby, Giovanni Coordinator for One World by Night Propose the following Addition to the OWBN Character bylaws as per the following bylaw:
“Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.”

Instead of banning it completely I think that giving the Necromancer users something that they can sell as part of services instead of Necromancy is a good balance. Bylaws already make it so that players don't benefit from this ritual during CvC. And this new one will help me regulate it in the org and make sure the deals that are being made for it will be beneficial to the Clans that are casting it each time. Not just a handout.
