[OBJECTION] [Packet] [Setite] Updated Wanga Packet due to new bylaws!

THIS PROPOSAL HAS THE POTENTIAL TO AUTO-PASS
This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):
3. Coordinator Duties
C. Genre Coordinators
iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
Pursuant to Coordinator Bylaw 3.C.iii, as the Setite Coordinator, I, Alexander Tomasi, in my duties as said Coordinator, hereby propose the following 2024 Wanga Packet.
So! With the bylaw split of Wanga (Thaum) and Voudoun Necromancy, the packet needed to be updated. After consulting with the other magic coords and players in the genre the following updates were made. As well as moving some of the sections I.E. teaching and learning Wanga closer to the books.
Changes are as follows:
Removed All Necromancy from the packet and pointed them to the Necromantia for their rarity scale for Voudoun Necromancy.
Added page numbers to the citations of all paths and rituals.
Path Changes:
Added Elemental Mastery, Focused Mind, and Mastery of the Mortal Shell to R2. (Pulled from the Akhu Paradigm per suggestion of other magic coords)
Added Hearth Path and Path of Duat to R3.
Hearth Path is new to Setite Controlled Paradigms but very in line with Wanga.
Moved Enchant Talisman and Stone Slumber from R2 to R1 to give more advanced rituals at R1.
Added Ambrus Kelemans Aegis, Impressive Visage, Splinter Servant and Ward to R1. Ambrus Kelemans Aegis and Ward was missed in the initial adding of the V20DA General Rituals List, and pulled Impressive Visage and Splinter Servant over from Akhu to Wanga as well.
Added Purge the Inner Demon, Sanguine Assistant, Steps of the Terrified, and Stone of True Form to R2. Apart from being in multiple paradigms already these also make thematic sense for Wangateurs to have.
Added Power of the Invisible Flame. I feel PotIF is very thematic and in line with the possibilities of Wanga.
Change in Learning Wanga Section
The changes made to this section now more closely resembles that of the book.

For those clans or bloodlines who learn Wanga normally without a teacher, such as the Children of Damballah, Serpents of the Light, Samedi, or the Brujah Santos, they learn through contact with spirits. Such scenes can be run without the need for coordinator or subcoordinator input as long as rarity requirements are met. For everyone else, please reach out to the Giovanni Coordinator’s office to petition the Loa for their blessings. Wangateurs don’t learn their magic the same as one might learn hermetic thaumaturgy. There is no formula for a teacher to say “If you do this, then this will happen.” Instead, a teacher simply facilitates the initiate’s first interactions with the Loa. The teacher isn’t agreeing to teach the Path of Curses, they’re agreeing to vouch for the person to the spirits. Because of this, few Wangateurs will teach their magic to anyone they don’t share a faith with, and those few who do teach are often very careful not to try and facilitate a meeting between their deity and someone who doesn’t believe in the same ideals as that deity.
Characters looking to learn wanga must in some way subscribe to an Afro-Caribbean ideology. It takes time and experience to learn Wanga. No priest worth his salt would accept a possible convert until he’s certain that convert will serve the Loa faithfully.
From a mechanical perspective, once a PC or NPC agrees to facilitate a meeting between a prospective Wangateur and the Orisha, they teach the Wangateur how to call upon Papa Legba or Baron Samedi. At that point, the PC learning, the PC teaching, and the storytellers for both PC’s should reach out to the appropriate genre coordinator to request the PC be allowed to learn Wanga. The Coordinator and the staff of the learning player will discuss the PC and decide how best to proceed from that point, and that conversation may determine what starting paths the player gets to choose from, if approved.
If a character acts grossly outside of their Code of Honor to the point that the Storyteller believes the Code should be removed from the character sheet, that PC will lose access to their Wanga until such time as they’ve made amends to the Loa and earned their place among the faithful again. Teaching Wanga requires the teacher to be an experienced priest and that the student have approval from the coordinator responsible for the teacher’s clan as well as the coordinator responsible for the learning PC
