[AUTOPASS] [GENRE PACKET] Line Item Edit to Demon: Baali Genre Packet

THIS PROPOSAL HAS THE POTENTIAL TO AUTO-PASS This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.): 3. Coordinator Duties C. Genre Coordinators iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion. 1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

The character performs an elaborate ritual with another being, most often taking the form of a Catholic confession.  As the recipient speaks aloud their crimes, the character must interact with them in some way each time.  Some may whip their targets for each sin they've committed, some may kiss their forehead, others still may eat small pieces of bread dipped in their blood.  Regardless of the method used, the targets of this power feel their burdens lifted and find themselves with renewed purpose. System: This power can only be used on a willing target.  At the culmination of the scene, as the target lists the final sin they wish to confess, they immediately lose one permanent Willpower.  However, they also immediately gain one permanent morality trait, which cannot go above their normal maximum.  No experience need be expended here, as the target is simply exchanging one for the other.The character performing the Sin-Eating gains black veins in their aura as if they had diablerized, a mark of the sins they have taken within themselves.  They also gain one temporary Willpower, which may exceed their Generational maximum and lasts until the veins in their aura fade (which they do so as if the character had diablerized normally).  While the character may perform as many Sin-Eatings as they have time for, they cannot gain more temporary Willpower at one time than they have Conscience/Conviction traits. Storytellers may also grant the character performing this power visions, nightmares, or even temporary Derangements based on the sins they have consumed and whom they have used it on. 

Rationale: This power was a custom power developed by a PC in 2015 but was added to the Baali packet in 2017 without the player’s consultation or consent.

Legacy: Partial. The creator of this combination discipline and anyone that can provide the paperwork that they were taught by the PC who made it may keep this Combination Discipline. Anyone who cannot provide the requisite paperwork will not be allowed to keep this Combination Discipline.

Rationale for Partial Legacy: This power was a custom power developed by a PC in 2015 but was added to the Baali packet without their consultation or consent. This has allowed PCs to learn this ability from NPC Baali mentors rather than from its PC creator. By going Partial Legacy with this prop, we realign this Character Bylaw 7.c.i. relating to learning Custom Content where a direct link to the creator must be provided.

I have already been in contact with the Archivists' office, and we are aware of all characters who should have this power through the means outlined in the Character Bylaw highlighted above.
