---Reasoning---

More tools in the Storyteller's playbook.

With some new packet material I'm working on and talking with ST's, I want to make Corrupted/Fallen Amenti more common as bad guys. Asekh-sen make fantastic cannon fodder and terrifying villains when used correctly. They're a bit "gore-oriented" kind of shock-horror, but they're really good when you want a bad guy who literally wants to disembowel your local mummy PC and use it's organs to give itself a 1-Up.

Bane Mummies, "Mummies who sew Corruption instead of upholding Ma'at (Balance)", make great Machiavellian bad guys that have to be dealt with in ways aside from the tried and true "Find it and kill it".

This bylaw change is way ahead of a packet and slightly ahead of a plot proposal that will encourage Storytellers to use Amenti and Mummy genre bad guys a little more often. If it doesn't pass, I'll have to rethink the plot proposal to account for Coordinator Approvals for Chronicle bad guys.
