[BYLAW REVISION] [AUTO-PASS] [LEGACY] Regulation of Background: Memento de Morte

I, David Ashby, Giovanni Coordinator for One World by Night Propose the following Addition to the OWBN Character bylaws as per the following bylaw:

“Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go

immediately into discussion.”

Memento de Morte: Per the example text within Lore of the Clans pg 107-108. The levels of 4 and 5 are Powerful Relics or a collection of them. Relics are hard to come by in the world and especially to find ones so steeped in death or enough to make such a difference in your casting of Necromancy is a chore and should take time to do so. I think that regulating the last dots still gives the STs the ability to tell very solid stories but I think there should be some oversight on how much someone benefits while using necromancy from this background.
