This Proposal has the potential to Auto-pass.
I, Chase Jelliffe, in my Duties as Assistant Head Coordinator of One World by Night propose the following Bylaw changes for the Camarilla, Anarch, Sabbat, and Independent Genres. This is being proposed on behalf of the Anarch Coordinator because it impacts multiple genres and this proposal has the support of the Camarilla and Sabbat Coordinators.

Bylaws Changes

Add the following bylaw to 9.a.i - Any out-of-Clan Disciplines must be learned from a vampire who possesses that Discipline in-Clan. Exceptions to this include:
4. Inceptors are considered in-Clan for the purpose of teaching by the creator.
Add the following bylaws to 10.m.viii - Vampire Controlled Powers
86. Creation of an Inceptor Discipline by a 14th, 15th, or 16th Generation character - PC: Coordinator Approval - NPC: Unregulated - Coordinator: Anarch
87. Creation of an Inceptor Discipline by a 13th Generation or lower character - PC: Disallowed - NPC: Disallowed - Coordinator: Anarch
88. Custom Combination Discipline using an Inceptor Discipline - PCs: Coordinator Approval - NPCs: Unregulated - Coordinator: Anarch
89. Learning a created Inceptor Discipline - PCs: Coordinator Approval - NPCs: Unregulated - Coordinator: Anarch

Creating Inceptor Disciplines

Inceptor Disciplines have needed oversight for a long time now. These two additions will:

Provide the framework to regulate and consequently bring Inceptors and any accompanying Combos into line with current acceptable power levels.

Create uniformity in power levels.

Will also limit who can create them, bringing the bylaws in line with the book requirements.

The Camarilla, Sabbat, and Anarch offices have agreed that, in order to avoid imbalance, one office should be in charge of approving Inceptors. To this end, the Anarch office will have control of final approvals for all PCs, but has agreed to maintain open communication, to work closely with both the Camarilla and Sabbat offices, and has their support.

This prop is being propped with No Legacy in regards to Inceptor Disciplines.

Those PCs who currently have Inceptor DIsciplines will have 90 days to submit their Inceptors to the Anarch Office’s Inceptor team for Approval.

The intention is not to reject Inceptors or punish players. All effort will be made to maintain the integrity of existing Inceptor Disciplines, while also establishing a standard power level across genres that is equitable, fair, and as close to universally acceptable as possible. Representative from all three genre offices will have input.

I conducted an Inceptor Census in July. At the time of this writing, after several months, and after reviewing the custom content database, I am fairly confident that I have a moderately accurate snapshot of what me and the future Clanless subcoord team are looking at taking on:

Approximately 50% of those PCs that replied are Sabbat, 35% are Anarch, and 15% are Camarilla (give or take a percent or two)

Currently, I am aware of 29 active PCs who have Inceptor Disciplines on sheet. I suspect there are at least several more, I myself am aware of at least one active PC that has an Inceptor and which was not logged.

There are also currently 17 custom Inceptor Disciplines in play that I am aware of. I have anecdotal evidence (word of mouth) of at least 2 more currently in play that were not logged in the census but which I have yet to verify.

In addition, When reviewing the Database, team Anarch discovered at least 3 logged Inceptors that were not entered into my census, but which we believe are currently in play. Of those 3, 2 were overpowered, and 1 was good for play.

Teaching Inceptor Disciplines

This will make Inceptors and any accompanying combos proprietary to the creator, essentially making them in-clan Disciplines.
