[OWBN-Council][PROPOSAL][BYLAW REVISION] [AUTOPASS] Fera and Lost Tribes Gifts

THIS PROPOSAL HAS THE POTENTIAL TO AUTO-PASS
This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):

3. Coordinator Duties

C. Genre Coordinators

iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

   1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

Pursuant to Coordinator Bylaw 3.C.iii, as the Changing Breeds Coordinator, I, Pumpkin, in my duties as said Coordinator, hereby propose the following Bylaw changes.

Amendment to Character bylaw 10.f.iii.5.a.ii

The purpose of this amendment is to clear up language within this bylaw so that it reads that PCs who are attempting to buy gifts that are of a Near-Extinct or Extraordinary Changing Breed as listed within the bylaws, they are only allowed to purchase that specific gift approved by the CBC and that CBC approval, when given, does not convey permission to buy ANY gift from any of the Near-Extinct or Extraordinary Changing Breed lists.

This bylaw clean up will also adjust what is qualified as Near-Extinct or Extraordinary in order to update this bylaw to match the listing of Near-Extinct or Extraordinary as listed in 10.f.i.5.a & 10.f.i.5.b

Non Near-Extinct and Extraordinary Changing Breeds PCs / Kinfolk PCs learning exclusive Near-Extinct and Extraordinary Changing Breeds gifts - PC: Coordinator Approval - NPC: Coordinator Notify: Coordinator: Changing Breeds

Exclusive Near-Extinct and Extraordinary Changing Breeds gifts are gifts that are only available to a specific Near-Extinct / Extraordinary Changing Breeds type and are not found in any other printed White Wolf source material such as Shagreen Shield, Xochipilli's Touch, Many Eyes, and so on and so forth.
