[OWBN-Council][PROPOSAL][BYLAW REVISION] Regulation of Council of Primogen Combination Disciplines

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
I, Michael Amos, as Camarilla Coordinator, propose the following character by-law revisions and additions. This has the potential to autopass. This change will be with Legacy.

The Iron Glare - Camarilla and Brujah
Catch a Whiff of Madness - Camarilla and Malkavian
Phobic Affliction - Camarilla and Malkavian
Animal Magnetism - Camarilla and Nosferatu
Scalpel Tongue - Camarilla and Toreador
Under the Skin - Camarilla and Toreador
Mood Shift - Camarilla and Tremere
Distant Friend - Camarilla and Ventrue
Approximation of Loyalty Absolute - Camarilla and Ventrue
Alpha Glint - Camarilla and Gangrel
Reasoning: There has been lots of talk around this so I'm going to prop it. These combos are very clearly Cam Combos by book. Years back the Anarch Coord likewise regulated Anarch Combos when combos like King of the Hill became too common. Legacy Allowed.
I do NOT want to take these from the Clan coords I just want to limit spread outside of the Camarilla.

On the one hand, regulating materials that are absolutely within his genre is lot better than constant custom content attempts via packets. I really really want to support behind this prop, as it is world's better than what Amos has been trying to get done lately, imao. In practice, these new bylaws don't actually get rid of the old ones which already regulate these items under various clan Coordinators already. Without removing those Bylaws, this leads to Bylaw bloat, with unnecessary or redundant Bylaws. I'm not a fan of that. Additionally, most things that are dual-Coord controlled are often very powerful, like for example, Counterthaum or Praapti (via certain approaches, anyway). These combo Disciplines aren't really powerful enough to justify that level of regulation, from that perspective. Not getting all the different clan Coords' support isn't the best look, either. I get that No Legacy is hard to get approved by Council, but like. If this passes, either new people will be disenfranchised from getting these powers, while existing PCs get to keep them, or it'll be approved by the relevant Coordinators anyway, which makes me wonder what even is the point. I would love to see this proposal amended to Camarilla Coordinator Notify, which I would wholeheartedly be able to get behind. That way, the Clan Coords could keep it Approval and avoid Bylaw bloat, and the Cam Coord could still have input, which I think would be ideal. But I do feel this proposal needs amended, before I can support it.
