I, Drew Mackenzie, CM of Whispers of Grady propose the following addition to the character bylaws.
10.e.x. Merits, Flaws, Backgrounds and Abilities which state they may only be taken/used by specific types of characters may not be taken by characters not of that type unless the merit is listed in another book without said restriction.

Reasoning: Doing this piecemeal as the Anarch coord is doing with Seer and Insight seems kinda silly. As Brad said in the Seer thread, "Sadly, book restrictions and rules are not binding", while rules can't be without disabling house rules, making the restrictions on these 4 types of things binding seems reasonable to me.
