This bylaw regulates Seer to match what is written in Beckett’s Jyhad Diary and is part of the thin blood only items. - Pg 142-143

This bylaw is being proposed with no legacy. This is in response to the Background: Insight being propped with no legacy, since the two items have similar mechanics.
