[OWBN-Council] [PROPOSAL][Packet] Camarilla Societies Packet 2.1

I, Michael Amos, in my Duties as Camarilla Coordinator of One World by Night propose the following Packet for the Camarilla Genre.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Changes from 2.0:

I changed/addressed every issue that I saw explicitly called out as listed below.

Removed E-Division "lore cancel" benefit. 
E-Division benefit is now:  Should a member of E-Division fail a lore challenge to recall information and also fail their lore/ability retest they may call one additional free retest on the challenge.

Replaced Imparting Veiled Knowledge with Knowledge is power.  Instead of giving retests the combo gives up to 2 traits in occult or investigation by expending lore traits.

left in Certified Expert as other sources of retest were removed.

Restore the Natural Order replaced with Kindreds' Domain.  reWrites RP and only does WP drain aspect.  Does not fix anything.

Removed learning Dementation as an advantage from MUTE

Strength of Conviction: removed the part about needing to still win a WP test even if a power does not require a test.

Glancing Blow: Must win (not tie) a simple test to reduce damage to armor

Plot Elements:
All new Societies, positions and powers are not available for play until introduced in character by Camarilla and NPC Society leadership.

Elysian Knight Society will be named as a Society by the Justicariate and Leo De Bolbec (NPC) named as its head.

Compass Academy's founders will collect support and be named an official Society by the Justicariate.  This will take months as PC support and recruiting is done.

New positions and restructuring will be introduced by individual NPC leadership.  Leadership and elder NPC members along with the Justicariate and other Elders believe they are making improvements.  New powers combos are new and will be announced and made available IC.

I do intend to push recruitment for all societies, and shift culture to be more open at lower levels, except for the Josians.

Bylaws Changes:
No Legacy. It is unfair for people to be able to be in positions that now require a BA without having a BA.  I will allow 90 days to become complainant in good faith.

Intent is for these new powers to be Camarilla Society members only.  While there is a lot of new content added people can NOT have everything and much of it will not be widely available as it is based on rank.
