[OWBN-Council] [PROPOSAL][AUTO-PASS][BYLAW UPDATE] Regulation of Lore: Bahari

I, Matt Armitage, in my Duties as Sabbat Coordinator of One World by Night propose the following addition to the OWBN Character bylaws.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion

10.e.ix.1.a.xi.d. Non-Bahari with Lore: Bahari 4+ PC - Coordinator Approval - NPC - Coordinator Approval

Reasoning: The deeper secrets of the Cult of Lilith aka Bahari should only truly be accessible by its own members. The cult is a secretive group to outsiders and their history/teachings are oral traditions not written down.  As such, the higher levels of this lore should be rarer then they currently are.
