I, Marion Birdsell, in my Duties as Anarch Coordinator of One World by Night propose the following Packet for the Anarch Genre.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

In accordance with this packet, I propose the following addition and revisions to the OWbN Character bylaws:

*This Bylaw provision is being proposed with no legacy. (As a reminder, Players have 60 days to contact the Anarch Coordinator’s office in order to remain Loyal Opposition.)

Changes to This Packet & Reasoning


Binding Changes:

- Added the ooc prestige Background ‘Committed.’ From this point forward all Anarch sheets will be required to have the Committed trait (or ‘Reputation,’ if you will) in the Status field. Thus denoting the pc as being Anarch, regardless of the presence of other sect’s prestige Background traits:

This addresses an imbalance with the other two vampire sects that has presented administrative difficulties in the past. It identifies Anarch sheets ooc, but maintains the ic ‘gray area’ in regards to Anarchs and their lack of ic prestige.


- Made Anarch PCs in the the Loyal Opposition Approval:

Characters in the Loyal Opposition (specifically Constructionists and Reformers) have a mechanical advantage and at the same time take a higher risk, because of this I think there should be oversight. In addition to giving a more accurate snapshot of the current Anarch demographics, it will make potential plot and support more possible, along with consequences for risky behavior.

In regards to the ‘no legacy,’ I want to add that I plan on approaching this with the understanding that I will most likely approve every Loyal Op pc currently out there. The goal is of course to cooperate with players. The no legacy is a nod to two things:

- First, the fact that, although unlikely, abuse is possible and that there is the potential need to safeguard against it.

- Also, and this is what I consider to probably be more likely, it has come to my attention that not everyone who considers their PC to be 'Loyal Opposition,' actually qualifies as an Anarch PC. Since Sympathizers exist, this is not necessarily a problem. However, I want to make sure the line between Sympathizers and the other two Loyal Op Impulses is understood by all parties and that I have the option to talk to players about it in case there is confusion over what sect a PC falls under.

-  Removed the Notify requirement for Anarchs learning Anarch Lore x4+:

This is no longer necessary in my opinion.


- Removed the Impulse based Combos:

Hardly anyone utilized these. The whole thing was confusing and just taking up space in the packet.

Non-Binding Changes:

- Wrapped the Ability Spec ‘Coding’ into ‘Tagging,’ and changed the mechanics of Tagging to hopefully make it more attractive to players.

- Rewrote the suggested Hacking guidelines for simplification.

- Added the name, cost, and sources of all Anarch Combos for easy reference and access

- Added the Backgrounds, and Merits, and Flaws from Anarchs Unbound

- Edited the Lore list to be more concise

- Reduced the size of fluff write ups

- Fixed a couple inaccuracies in the history section.
