Pursuant to Coordinator Bylaw 3.C.iii.5, as the Demon Coordinator, I, David Niemitz, in my duties as said Coordinator, hereby propose the attached Territory be claimed by the Demon Coordinator's office. Disposition and supporting justification for the Territory is described below.

The V20 Black Hand book gives a somewhat vague idea of where the first Well of Sacrifice is, and has a plot point where it is rediscovered and active. That has not occured in OWBN, but I would like control of this location, consistent with this Office's control of places like Chorazin and other very powerful Wells of Sacrifice.
This location is on the docket to be used in upcoming plot.
As the location has been lost to anyone's knowledge for thousands of years, no PC should have a background involving this location without Coordinator Approval.
I've checked territory listings and found nothing that conflicts.
