I, Marion Birdsell, in my Duties as Anarch Coordinator of One World by Night propose the following Packet for the Anarch Genre.
3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
In addition, I propose the following additions to the OWbN Character bylaws:

Reasoning

Both Anarch Poisons and Curses exist in printed canon source material.
In the case of Poisons nothing is regulated. There is no established official definition of “Anarch Poisons.”
Currently there is no universal system or oversight for Poison based custom content and the write-ups as they exist are dated and unbalanced. These have been nerfed where appropriate and one in particular (Blade Clot) has been made extremely difficult to obtain.
Curses as they stand are regulated but are either unplayable or unbalanced. Currently they require only a static test and have no structured system for purchasing them
Worthy of note: ‘Reclaim That Which Was Taken’ no longer permanently removes Combination Disciplines. This is something that does not exist in other genres and seeing as how Anarchs have other unique powers besides Combos, this is not currently seen as necessary as it was in the past to protect genre.
The system being proposed is designed to encourage players to create well rounded characters and promote creative roleplay.

For those PCs who are already approved for Anarch Curses:

Should this packet and prop pass, players who have PCs that are currently approved for Anarch Curses will have three months to choose one of two options. Players and their staffs will be notified of their options:
Option 1: If they wish to transfer their PC’s approval over to the new Curse system -and- choose to notify the Anarch Office of this within the three month time limit:
they will be given a generous time frame to purchase the ‘Merit: Invoke Anarch Curses,’ and all Ability requirements needed to get their pc up to code.
As long as all prerequisites are met within that time frame, they will be given the opportunity to continue to progress and possibly even gain approval for the ‘Merit: Craft Anarch Poisons’ as well.
Option 2: If they do not wish to use the new system they do not need to do anything. If the Anarch Office does not hear from the player or their staff within the three month time period, it will be assumed that the player does not wish to convert over to the new Curse system. The player may keep all Curses currently on their PC’s sheet but may not purchase any new ones.
If they change their mind in the future they will be given no preferential treatment for approval.

Revisions to this Packet from the previous one:

Some of the Poisons have been changed to only affect living creatures, and the term "Living Creature" has been defined.
Anarch Curses have been redefined to reflect that they are a form of Blood Magic, as per the Anarch Cookbook source book pg 77.
The Curse that strips Anarch Combination Disciplines has been changed to suppress them only temporarily, and have a backlash if abused.
Relentless Gaze of the Dawn Star has been replaced with a Curse that informs Anarchs of the cursed Kindred's betrayal of the Movement.
The effects of many Poisons and Curses have been lessened, per Council suggestion.
Vagueness regarding the specific mechanical effects and the intentions of some Poisons and Curses has been clarified.
This packet, and its revisions, seek to provide structure to an unstructured group of magics/powers. As the genre grows within the org, being proactive about things like this does nothing but prevent things from getting out of control.
