Rationale:

The reasons for this bylaw change are:

1. I have over the years received numerous RU requests to play the "last of the line" of one or more of these families. By reducing the rarity of them as NPCs, it puts into question the possibility of there being one or more survivors and eliminates the "last of the line" option.

2. I have been asked to potentially tell more story to the Tzimisce players and the org as whole. While I am generally of the opinion that Coordinators are not global Storytellers, I am here to facilitate games and players. Having these options available to me without having to bog down Council makes things more streamlined.

On a final note, I do not intend AT ALL to flood the org with these families. If anything, they have a high potential to be antagonists to existing Tzimisce. Should one of these NPCs appear in a game it will be by my use or the very rare exception of a "loan".

I do hope that my continued track record and longevity in my position speaks to the trust that has been placed in me.
