[OWBN-Council] [Proposal][Potential Autopass] Tremere Regulation

Hey everyone, in my capacity as Tremere Coord:
Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
And so here's what I'm proposing,

Reasoning:
The census that I've put forth has shown me that the clan needs more regulation. What I've seen is that there are large amounts of inactive PCs, which shows me that there are a number of 'shelf bunnies', which makes me feel very disappointed. In addition, there are a few Tremere in this census that were made during my tenure that I was never notified of either. Finally, the clan has become a fair bit more numerous than it really should be with current OWbN populations. I'd like to restrict Tremere again and take a closer look at Tremere concepts as they come into the office to make sure they fit the clan, and to encourage people to play them more actively if they are approved for one.

I'm confused; do no NPC's in Clan Tremere have Vicissitude? It's a common dark ages merit for Tremere... Does this create Tremere himself and Salout as two seperate 3rd generation NPC's, both active, or with Saulot only active to a limited degree. I really don't want to see a freshly embraced 4th generation Salubri next week.... I like this plot a great deal better if this were a Thaumaturgy effect to mimic Protean 8: Duality that would allow him to wonder away from the body in the basement, without abandoning that body permanently. Under this plan, Tremere (origional) would be 3rd gen, Tremere (goratrix) would be 4th gen, but both would continue to exist but only one active at a time. The idea of Tremere showing up to a tribunal is epic, but no PC's I'm aware of would recognize him. Only a limited number of NPC's even. I also don't see any effect player participation will have on anything. If Tremere is going to show up and be re-bodied either way, what are the players actually doing? I'd like to see the activity of these houses be a way to curry favor, gaining a token gift or some temporary status within the clan or something. I'd also like to see ways for other Tremere to interfere with each other, and for other clans to throw a monkey in the wrench. Overall what I'm saying is that this proposal seems incomplete, and I will object to it on that basis.
