[OWBN-Council] [Proposal][Autopass][Bylaws] Kiasyd Alchemy Updates and Packet Take 2

Hello!

Now that Elections are over, I have made modifications to the packet based on council's previous feedback.

Pursuant to Coordinator bylaw §3.C.iii , as the Lasombra Coordinator, I, Anthony Nordman, propose the addition of the Lasombra - Kiasyd Alchemy - 2022 Packet, linked below.

In addition to the following updates to the One World by Night Character Regulation bylaws.

This has the potential to autopass.

1. Kiasyd Alchemy Recipes shall be purchased as Rituals at the cost of 2/4/6 for Basic/Intermediate/Advanced.

This is being proposed with full legacy for Ability approvals, and no legacy for the Recipe system, as it is a new system. 

Rationale: With an increase in requests for non-Kiasyd to learn Kiasyd Alchemy, and an increase in Kiasyd PCs in general, I am updating the regulations to have a better oversight of this ability, and attempting to balance it in a manner that makes it less abusable at large by making the recipes created with the ability have a cost similar to how Hedge Magic Alchemy functions in LotH:R.

I have updated the packet to include a smaller number of Sample Recipes with mechanical advantages and drawbacks, as per Council feedback.
