[Proposal][Character Bylaws] “Deregulation of Gangrel Bloodlines”

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
I, Paul Reynolds, as Gangrel Coordinator, propose the following character by-law revision.

Reasoning

As OWbN has grown and more material has become available for different bloodlines throughout Vampire, it has been a more common practice to provide those things as potential options for players to explore stories. While each of these bloodlines should remain less common, as many other once obscure vampires begin to come out from hiding, these bloodlines could once again begin embracing and occasionally stepping from the shadows. Despite this, they are still quite rare but hopefully a Majority Vote represents a more attainable goal for hopeful players who are interested.
Lhiannon’s reduction is due to the reemergence of the bloodline, the explanation above as well as future gangrel things which make this reduction easier to occur at the same time while it is already being updated.
