I, Danielle Frink, as Head Coordinator, propose the following changes to our existing Disciplinary Actions - the punishments themselves. I know that this will generate a lot of discussion, and given the time of year, I am extending the discussion period through January 8th.

 

  1. Disciplinary Policy
    1. Disciplinary Actions
      1. Basic Punishments: These punishments can be enacted by the Executive Team as first steps to correct behavior, and reversed by Council vote.
        1. OWBN Condemnation
          1. 1 month removal from all national OWbN email lists, including Council and ST, and all official OWbN social media groups.
        2. OWBN Censure
          1. 3 month removal from all national OWBN email lists, including Council and ST, and all official OWbN social media groups.
      2. Advanced Punishments: These punishments can only be levied by a vote of Council, and are listed in order of severity:
        1. Probation
          1. Six month removal from all national email lists, including Council, ST, and Coordinator. Recipient cannot hold any position on a chronicle or organizational level during this time frame. Recipient cannot apply for any R&U or attend any games outside of their home chronicle during this six month time frame.
        2. 1 Strike
          1. Recipient cannot hold any position of final authority within the organization: HST, CM, or Coordinator. Recipient cannot apply for any R&U for the duration of this punishment, which is one year.
        3. 2 Strikes
          1. Recipient cannot hold any position within the organization, and may only interact as a player. Ineligible for any R&U for 1 year, duration of punishment 2 years.
        4. Temporary Ban
          1. Individual may not interact with the organization at all for six months. When that time period expires, they may return to the org under Probation.
        5. Indefinite Ban
          1. Individual may not interact with the organization at all. All of the individual’s PCs will be GNC’d as a result of this level of punishment.
          2. The minimum time frame for this punishment is 3 years, after which a proposal may be submitted to allow the recipient to return to the org under probation.
        6. Permanent Ban
          1. Individual is permanently banned from the organization. All of the individual’s PCs will be GNC’d as a result of this level of punishment.
          2. This level of punishment must be sought specifically in the initial Disciplinary Action, and requires a 2/3 majority guilty vote to be enacted. A simple majority vote on the initial proposal will require Council to consider all other levels of punishment.
          3. The only way this level of ban can be reversed is with an exemption vote, requiring a 2/3 majority, that demonstrates there was deliberate wrongdoing or explicit, deliberate lies given as evidence during the proposal.
      3. Removal from Positions: These punishments may be enacted individually, or in combination with an Advanced Disciplinary action.
        1. Removal of Storyteller/Council Member
          1. This requires a 2/3 majority and allows Council to remove an individual from an ST or CM position. Anyone removed in this way may not return to such a position for any chronicle for 1 year.
        2. Removal of Coordinator/Sub-coordinator
          1. This requires a 2/3 majority and allows Council to remove an individual from the role of Coordinator or Sub-Coordinator. Anyone removed in this way may not return to the position for 1 year.
          2. To remove someone from consideration from any and all Coordinator/Sub-Coordinator positions requires a standard DA with the appropriate punishment level voted for.
      4. If an individual is propped for a new Disciplinary Action while still under the time frame of a previous Disciplinary Action, and found guilty, the punishment vote will only include those punishments considered more severe than the one they are currently under.
    2. Process for Appeal or Reversal
      1. Process for reversal/reduction for any punishment besides an Indefinite Ban:
        1. Any Basic Punishment levied by the Executive Team may be propped for immediate reversal to Council via any CM willing to do so.
        2. Any punishment levied by Council may be proposed for reversal or reduction by any CM or member of the Exec Team who is willing to do so.
        3. The individual who received the Disciplinary Action must offer a public statement to Council, through the CM or Executive Team member making the proposal, explaining why they believe the reversal/reduction should be given.
        4. If the reversal proposal fails, it may not be propped again, and the disciplinary action will remain until the time frame has elapsed.
      2. Process for reduction of an Indefinite Ban:
        1. An Indefinite Ban may only be proposed to reduce the punishment level to two strikes.
        2. A proposal to reduce an Indefinite Ban must be made by a member of the Executive Team.
        3. The individual who received the Disciplinary Action must offer a public statement to Council, through the Executive Team member making the proposal, explaining why they believe the reversal/reduction should be given.
        4. If the reduction vote fails, such a proposal cannot be made again for one year from the date the vote closed.

 

Rationale: As frequently noted in discussions, both public and private, our Disciplinary Actions currently lack game-related consequences. Many people feel this means they are not effective deterrents to bad behavior. By adding R&U restrictions and administrative GNCs for anyone receiving an indefinite ban or permanent ban, I hope that this will help address those concerns.

 

As for the addition of minor punishments to the powers of the Executive Team, it is another item that has been requested repeatedly. If Exec had the ability to levy short-term, initial punishments, some bad behavior might be curbed before it escalates to requiring more serious responses. As the Executive Team already possesses the ability to moderate individuals on Council and the ST list, this felt like a small but logical extension.
