[OWBN-Council] [Proposal][Bylaw] Removal of Custom Paradigms of Magic

I, Kevin Wilhite, as AHC propose the following correction to Character Bylaws 7.b.i.1:

7.b.i.1 Custom Paradigms, defined as player created Paradigms not supported by an official OWBN packet, of Blood Magic PC: Disallowed  NPC: Disallowed Coordinator: Tremere

This was discussed previously, and voted upon in recognition of the discussion within the thread of the original proposal. It was never officially given a [Second] and was not properly annotated for the [Amendment] discussed and agreed to.

This has resulted in an invalid change becoming enshrined within the Bylaws

This proposal cleans up the broken process and corrects this oversight.
