[Proposal][Bylaw][Genre Packet Amendment][Autopass] Amendment Tremere Genre Packet and Bylaws

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

 I, Lauren Russ, as Tremere Coordinator, propose the following amendments to the Tremere Genre Guide and associated bylaws.

This has the potential to Autopass, and may be shared with players/staff.

Proposed Amendments:

Change the merit of Tremere Familiar to a Background as the ritual Bind the Familiar in the Arcane Compendium notes it as a Background. The Telyavelic Packet also currently has it as a background, not a merit.

We will be removing it from the Merit section and moving to its own small section as a Tremere/Telyavelic Only Background with this write up:

Tremere Specific Background: Tremere Familiar

Available for Tremere and Telyavelic Tremere

Libellus Sanguinis 2, pg. 67-68

This background can only be taken after the successful casting of the ritual “Bind the Familiar,” and must be equal to the level of Familiar summoned. This should be clear that this is not the same as a true mage familiar, but a variation available to Tremere due to their blood ties to true mages.  For more information regarding Tremere Familiars, their stats, and abilities, please refer to the OWBN Arcane Compendium. Those who have joined the Pyramid but are not Tremere or Telyavs by blood may not purchase this background.

Reasoning: We feel it makes more sense for this to be a background that is controlled at the chronicle level, as we don't feel the casting of a ritual should require Coordinator approval.
