[Proposal][Bylaws] Amendment to Character Bylaw 3.c

I, Samantha Swanson, Council Member of for Chicago: Dark Requiem Propose the following change to Character Bylaw 3.c.

3. Experience Points

   1. After the character has entered play, the home chronicle can award a character up to a maximum of eight (8) experience points in a single calendar month

      1. All characters, except Wraith characters, may receive more experience points per month depending on the total point value of the character as presented below:

         1. 0-200XP: twelve (12) experience points in a single calendar month

         2. 201-400XP: ten (10) experience points in a single calendar month

         3. 401+: eight (8) experience points in a single calendar month

      2. A characters Experience Cap is determined by their total experience points as of the First Day of the month.

Reasoning: When this prop was put forward one of the biggest concerns brought up was what happens if someone flips brackets in the middle of the month because the game they are based in does XP per game versus other games that do full XP at the top of the month. This solves the problem and makes it so everyone is held to the same standard for determining what XP Cap they are in.
