[Proposal][Bylaw][Autopass] Amendment to Character Bylaw 10.m - Laibon Legacies and Disciplines

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

 I, Steven Hondlik, as Anarch Coordinator, propose the following changes to the OWBN character bylaws.

 This has the potential to Autopass, and may be shared with players/staff.

LEGACY: NONE

Discipline Reasoning.  The Laibon versions of Celerity, Auspex and Viscissitude function inherently differently than the core versions of those disciplines.   I have spoken to the Sovereign Tzimisce Coord on this and he agrees. Long may he reign. There is no legacy for this.

• Laibon Viscissitude essentially gains the effect of the level 8 power Will over Form. 

• Laibon Auspex is drastically different and functions in wildly different ways. Affecting the realms of spirit (umbra) 

• Laibon Celerity allows enhanced speed outside of combat and some other benefits if combat is initiated while the enhanced speed is ‘on’
  
   

Legacies Reasoning. Currently several Legacies have specific in-clan disciplines.  Some of which are regulated. This is the first step in making sure the respective clan coords have some oversight and are aware of what exists in the org.  As they are in-clan, members of these legacies can teach these disciplines. Hence the desire to put them under joint Anarch office and Clan office approval for pcs.  Reminder, Laibon as a whole are Coordinator approval as well. So the unregulated for those bloodlines still require coordinator approval.
