Additions to 10.m.viii

Sorcerous Suppression: The Broken Rung - PC: Disallowed - NPC: Disallowed
Untamable (Combi Discipline) - PC: Disallowed - NPC: Disallowed
Obliterate the Night's Gifts - PC: Disallowed - NPC: Disallowed

Rationale:

Cambridge feels that custom content should not copy existing highly regulated powers such as Counter Thaumaturgy, and that this custom content feeds into the 'arms race' mentality of vampire custom content in OWbN.

Cambridge feels a custom power that passively gives ties against a range of effects feeds into this 'arms race' mentality of vampire custom content in OWbN.

Cambridge feels a custom power that strips discipline, combi powers, and blood magic (specifically Aegis) from PC sheets feeds into this 'arms race' mentality of vampire custom content in OWbN.

This is being proposed with no legacy. It is also 'under the gun' pending the other custom content proposal

This amendment reflects changes requested to clarify it does not cover the garou merit, and hit the correct character bylaw

If we head down that road, then there will be far too many bylaw line items. We either need to begin with general custom power guidelines, find a way to add a "banned" value to powers in the custom content database, or we need to create a separate document referenced by the bylaws which lists banned powers.
