[Proposal] [Bylaws] [AutoPass] PC Priscus Positions

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):

3. Coordinator Duties

C. Genre Coordinators

iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles

and these proposals need not be seconded, but go immediately into discussion.

1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

I, Shane West, as Sabbat Coordinator, hereby propose the following change to bylaw 10.m.iii.1.d:

Additionally, I included an updated Sabbat Status and Position Packet, with the necessary changes to match this bylaw adjustment.

Justification:

                The Priscus position is not a position standing above anyone in the Sabbat, they are merely advisors, akin to Primogen in the Camarilla. As they are only appointed by other Prisci, and not by any other position, this makes them a semi-unique field in the Sabbat. As the Priscus can never have more power than the individual they are assigned to advise, players will still not break above Archbishop levels in power. Appointments made to the Priscus Position, as stated in the updated packet, are appointed by a Priscus of the Consistory. As it stands, the Sabbat Office will not appoint a Priscus to a Cardinal or higher, and without ST approval, will not appoint a Priscus to a Bishop/Archbishop in a chronicle the Priscus is not housed in.
