I, William Lee, Ravnos Coord, propose the following packet addition, and bylaw changes. This has the potential (but I doubt it will) to Auto-Pass. Part of this will have Legacy, and part will have NO LEGACY.
There is actually very little in this packet that is new. It all has already been passed/updated through plots. The majority of this packet is updates, and the rework of the system with the banning of A World of Darkness Gypsies.
So! Some FAQs that have already been fought about. So, I won't be addressing them if a CM asks;
1) No, I won't just Ban the entire system. It's wrong to the players who have played this for years. This is the middle ground I came up with, and will be going with.
2) Blooded Rom/Rom Sorcery was changed to Pillars of Dracian, and Descendant of Dracian in an earlier prop. This simply is adding the new version to the packet. If you have a PC in your game with the old merit, lets get it logged!
3) Affinities are available to most creature types, and technically its own creature type. Please remember that when you think of balancing. This is not JUST a vampire thing. These powers are largely possessed by Kinain, Kinfolk, and some Mages (And one lonely Werewolf!)
4) Remember. The majority of this packet is already in, and has been in, play for years. Hardly anything past genre terms and history is mechanically changing.
