[PROPOSAL] Addition of NPC Thaumaturgy

I, Adam Sartori, as the HST and CM for Kings of New York Propose the following addition to the character regulation bylaws:

10.m.ix. 39. NPC Thaumaturgy –PC- Disallowed - NPC – Unregulated – Coordinator – None

            a. NPC Thaumaturgy Paths and Rituals are whatever deemed necessary by the Storyteller for the NPC.  NPC thaumaturgy may never be learned or taught to a player character.

Reasoning:  At this point all of Blood Magic is now Coordinator Approval.  NPCs are tools for storytellers to tell stories for their games and Blood Magic is a tool for that purpose.  While some storytellers can plan in advance and simply ask a coordinator for Blood Magic for say an NPC antagonist, others (like myself) storytell in a more fluid and dynamic flow of a story and do not know at all times what we will need beforehand in a particular scene to challenge a variety of players in owbn.  Having to pause an ongoing story for players to get an approval; that sometimes takes up to two weeks; can be frustrating for a storyteller.

Furthermore, for those concerned about the availability on a NPC to have any path or ritual they need, or that players may learn this; let me address those concerns.  Firstly this is for NPCs only.  They cannot teach it and PCs cannot learn it.  Secondly in regard to the NPCs having whatever paths and rituals they want; I will point out NPCs can already do this.  Either through Magic Items, Custom Elder Powers, or even Inceptor Disciplines.  Those are all unregulated for NPCs.  I would simply rather be able to say “Blood Magic” to a player character then “Uhh Inceptor I guess…cause its not regulated.”

I am also of the personal opinion it is time to put more tools in the toolbox of a storyteller then take them away.  Others may disagree with me on that, but that’s just my belief.  I think this will help keep stories flowing and allows for STs to make on the spot antagonists for whatever they may need.  As always, please try to keep it civil J  I always support anyone propping anything they think is a good idea for the org for council to discuss and vote upon.
