[Proposal] [Bylaws] Kiasyd Deregulation - Take 2

Pursuant to Coordinator bylaw §3.C.iii , as the Lasombra Coordinator, I, Anthony Nordman, propose the following additions to the One World by Night Character Regulation bylaws -

 

Changes to Character bylaw 10.m.ii Creature Types the following:

From: 

30. Kiasyd - PC: 2/3 Majority Vote - NPC: Majority Vote - Coordinator: Lasombra

To:
30. Kiasyd

        a. Sabbat Kiasyd - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Lasombra

        b. Sabbat Kiasyd with Necromancy instead of Dominate -  PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Lasombra and Giovanni

        c. Non-Sabbat Kiasyd  PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Lasombra

         d. Non-Sabbat Kiasyd with Necromancy instead of Dominate -  PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Lasombra and Giovanni    
 

 

This has the potential to autopass. 

 

No Grandfathering for Kiasyd with Necromancy unless they already have approval from the Giovanni Coordinator. 

Grandfathering is Non-Applicable for the rest of the proposal, as it is an all-around rarity reduction.
 

Reasoning: Maeghar are already Coordinator Approval, and are supposed to be more uncommon than Kiasyd. Instead of adding another clan to Majority Vote - we will be bringing Kiasyd down to make them a little more common in the Sabbat. Approvals will still be fairly strict - as Kiasyd are a one-per-city type of Vampire, and still nominally Sabbat, but I believe it'll help their genre in general. A plot packet with a non-ongoing Kiasyd plot update will be following this proposal shortly.
