Pursuant to Coordinator Bylaw 3.C.iii, as the Demon Coordinator, I, David Niemitz, in my duties as said Coordinator, do propose the following changes to the Character Bylaws.


 

The proposal carries with it the support of the Changing Breeds Coordinator, as we are moving both Thralls and Fomori to similar guidelines, and the Sabbat Coordinator, as we discussed and agreed upon how this would affect the Associates Faction; this proposal carries the potential to autopass.

  1. Demonic Interaction for Pacts: Thralls - PC: Coordinator Approval - NPC: Unregulated - Coordinator: Demon
    Thralls are to be defined as any Character engaged in a Pact with Demonic Spirits, Earth-Bound, or NPC Fallen
    1. Initial Thralldom
      1. For the first six months of play, a PC Thrall is subject to the provisions of their initial Coordinator Approval

b.Extended Thralldom

i.After the first six months, a PC thrall will be considered to be a PC thrall in Extended Play. The rules and guidelines for an extended play thrall are as follows

  1. Extended Play is considered to be the entire life of the PC beyond 6 months from the date of the original approval
  2. In order to remain in extended play, a PC Thrall must check in with the Demon Coordinator every 6 months
  3. At each 6 month mark, the Original Binding Agreement will be re-evaluated OOCly to represent the IC mechanics of demonic masters ‘reviewing’ the work of their thralls.
    1. There is a 14 day window around each 6 month mark in which the check in must occur.
      1. This is to mirror the bump bump pass bylaw.
    2. If the Coordinator is unresponsive after 14 days, things continue exactly as they did the last six months 
    3. If the Storyteller or Player are unresponsive after 14 days, the Thrall is shelved until such time as the check in occurs


 

  1. If the check in does not occur by the 9 month mark, the shelved Thrall PC is automatically and permanently administratively removed from play.
    1. This removal is at the sole discretion of the Demon Coordinator
      1. Disputes, if they occur, shall be mediated by the Executive Team
        1. The decision of the Executive Team on such mediation will be considered final, reversible only by a Council Vote.
    2. The Thrall may not be resurrected by their Storytellers within six months.
  2. Should real life occur and a shelving of the PC be required for OOC reasons, the PC may be shelved up to two years with no penalty as listed above.
    • The PC may not gain XP during this time.

Playing a PC Infernal Thrall can be an incredibly personally rewarding story, but it also requires a great deal of responsibility on the part of the player, to ensure that the Thrall character is a positive influence on the Chronicles they play in, and the characters they interact with.  Thralls are, by genre, slaves to a demonic master who cares very little for their welfare, and is concerned only with accomplishing their own ends.

Instituting these revisions will help the Demon Office tell rewarding stories with responsible players.  Infernal Thralls who accomplish the goals they are given will find themselves rewarded regularly for their service; those who disappoint their masters will find themselves demoted, losing privilege and access to the power they crave until they are able to put themselves back in the good graces of their Patron.

Allowed, but no new Investments, Infernal Rank, or Dark Thaumaturgy will be approved until the character comes into compliance.  Per Discussion with Sabbat Coord, members of the Associates Sabbat Faction who are currently Thralls will receive the option to move from a Thrall BA to a Diabolist BA.  Should they choose to remain Thralls, they will fall under this bylaw as any other Thrall.

  1. Why are you adding so much text?  Doesn’t this contribute to Bylaw Bloat?
    1. I want these changes to be completely transparent and open to the view of anyone considering taking their character in this direction.  Players should make the choice to become a Thrall with their character with full knowledge of what that entails.
  2. How does this apply to the Sabbat Faction the Associates?
    • Per Discussion with Sabbat Coord, members of the Associates Sabbat Faction who are currently Thralls will receive the option to move from a Thrall BA to a Diabolist BA.  Should they choose to remain Thralls, they will fall under this bylaw as any other Thrall.
  3. How does this apply to those with the discipline of Daimonion?
    • It doesn’t! Baali and Daimonion are completely unaffected by this unless they are Thralls 
  4. What is the difference between a demonic spirit and an umbral triadic spirit?
    • Before White Wolf printed Demon: The Fallen, they printed a lot of material about infernalism, demons, and hell in other game lines.  Not all of those things neatly fit into the Fallen box, and so we have a catch-all category of ‘demonic spirits.’ Basically, if it looks like a demon, quacks like a demon, but doesn’t list ‘Fallen’ as it’s creature type, it’s a demonic spirit.
