Detailed Reasoning

So this is a two fold prop.
1) The number of Gurahl in the org has dramatically increased since the deregulation to the point there are a great number of bears in play. There's a large amount of over saturation of this particular Fera breed and many Gurahl players, STs, and my Fera subcoord team, have brought forth concerns that things are getting out of hand re: bear numbers in play and asked it to be regulated once more to protect the bear genre they have come to love in owbn.
2) The second aspect of this prop is to fill in a loop hole re: the Okuma (as it was recently brought to my attention that they aren't actually listed as extinct in the bylaws even though they are very much extinct). For those who brought up the following concern, other extinct breeds not on the list will be added over the next few weeks and months.
